Northrop Grumman Technology Services is seeking a Network Engineering Manager (Level 2) to support the Department of State (DoS) Enterprise Network Management Operations Center (ENMOC). The ENMOC provides 7x24x365 monitoring and facilitates escalation engineering activities for the unclassified and classified networks connecting DoS facilities worldwide. The position is responsible for leading daily operations, planning/executing/fielding of new capabilities, and meeting Operational Metrics. This position also provides input into the design of DoS network communications systems including feedback to Network Engineering on how current (and future) hardware and software selection, implementation techniques/tools best meet DoS needs. This role also requires technical expertise in all areas of the enterprise network stack to include capabilities deployed at core and remote data centers as well as cloud infrastructure. From a staffing perspective, this position is responsible for leading and prioritizing the work of 20 network engineers of different skill levels.
Roles and Responsibilities:
Oversee activities to monitor and manage network infrastructure 24x7x365; provide routine and continuous monitoring, configuration management and Tier 2/3 Engineering Support.
Maintain situational awareness of all operational issues, and correctly and accurately communicate across multiple levels of Government/Contractor management and technical support and engineering teams.
Manage a staff of 20 contract employees covering three shifts, 7 days per week.
Maintain a full understanding of the operational and engineering workload; regularly review the work of engineers in order to oversee and recognize deficiencies and implement effective solutions.
Manage all major incidents to ensure systems uptime and stability are maintained at the highest level.
Manage all performance metrics, Service Level Agreements (SLAs), status reporting, daily communications to meet customer satisfaction requirements.
Ensure process and procedures are followed and documentation is completed when new services are deployed.
Identify process and procedures that are missing and continually seek ways to improve services.
Provide leadership, mentoring, and coaching to shift leads and engineers
Communicate policies where appropriate; address all issues related to customer service performance and personnel management.
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
Bachelor’s degree in STEMand 10 years’ experience.
Proven experience running a large IT Service Delivery with at least 8 years hands on experience in a large multi-center data network environment.
Experience leading an integrated network operations team and experience in one or more of the following critical support areas: development, installation, monitoring, security, testing, virtualization, global load balancing and Tier 3 support
Proven leadership experience in operational support and development teams comprised of government customers and contractors.
Demonstrated ability to execute against established Service Level Agreements or Operational Metrics.
Experience developing team teams to maintain skillsets with evolving technologies and requirements
Experience working directly with Government personnel (verbally and written)
Top Secret Clearance Required.
Candidates with these desired skills will be given preferential consideration:
Experience supporting/managing Government enterprise networks processing classified and unclassified information.
Networking and/or Security certifications (e.g. CCNA, Security+, etc)
