Northrop Grumman is seeking a Software Developer for a position in San Juan, Puerto Rico supporting the CDC’s National Center of Zoonotic Vector Borne Diseases, Dengue Branch. 


The position’s general responsibilities include supporting the IT development efforts or the branch by performing software development functions in a small project setting. 


The qualified applicant will be involved in all phases of software development life cycle (SDLC), from requirements gathering, analysis and design, development, testing, implementation, and production support. The candidate will be supporting IT development efforts and performing software development functions in a small project setting.  


Roles and Responsibilities:  


  • Maintain and support Laboratory Diagnostic Databases: includes routine maintenance and major revisions of these databases.  

  • Maintain and support Epidemiologic studies: includes creating and maintaining databases and code application front ends on an as-needed basis. 

  • Develop and support ongoing documentation efforts to comply with internal HHS/CDC informatics standards, methodologies, and processes. Comply with 508, SDLC, EPLC, Security, and Operational standards. 



All tasks involve Microsoft stack development using object oriented programming on desktop and/or web .net technologies (Visual Studio 2017), Microsoft SQL Server (2012, 2016), and Microsoft Access. Typical SQL Server tasks include creating T-SQL Statements, stored procedures, views, and user-defined functions. 



Basic Qualifications:   


To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below: 




  • Bachelor’sdegree in computer science, information systems management, operations research, or engineering or relevant degree program. 

  • 3 years of experience insystem design, system analysis, and business analysis. 

  • Ability to communicate effectively with  scientists, end users, other developers, external partners, and management to determine system parameters and requirements throughout the development life cycle. 

  • Strong organizational skills and the ability to meet deadlines, prioritize, and work in a fast-paced environment on multiple projects simultaneously with great efficiency and attention to detail.  

  • 3 years of experience with C#.NET (web and/or desktop), SQL Server (SSMS and T-SQL).  

  • Experience with Microsoft Office products such as Word, Excel, Outlook, etc.  


    Preferred skills:  



  • HTML5, MS Access, JavaScript, Entity Framework, .Net Core, and GitLab. 

  • General knowledge of infectious diseases and laboratory processes, or desire and ability to learn. 

  • Knowledge of CDC culture, mission, and IT environment.  

  • Experience supporting Public Health related projects.
