Full Job Description
- Monitors the execution of the approved AETC/LG operating budget, exercises control over obligation and expenditure rates to ensure appropriate mission accomplishment and accomplishment and compliance with legal administrative limitations.
- Participates in POM Planning for AETC/LG, and provides financial advice to the LG and division chiefs on budget-related mattes such as types of funding available.
- Prepares financial information reports for higher management on a regular basis or as requested.
- Prepares guidance on budgetary procedures and/or interpretations of standard procedures and regulations on the various phases of budget administration.
- Uses automated budgetary system(s) computer-generated products in accomplishing budgeting assignments.

QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.Education
SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes performing budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding; devise and recommend the adoption of procedures to implement budgetary processes, policies, and regulations; conduct analyses, reviews, and special studies of budget and related information.
EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, finance, economics,organizational management, or related field of study. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Structure, programs, and work methods of organization(s) for budgeting work.
2. Knowledge of the commonly used agency budget procures, regulations, precedents, policies, and guidelines,
3. A detailed knowledge of agency budget policies, precedents, regulations, and guidelines.
4. Ability to communicate clearly and effectively both orally and in writing, and the ability to select and apply a variety of analytical method and techniques to budgetary processes.
5. Knowledge of budgeting regulations and procedures for providing procedural guidance on budget administration.
6. Knowledge of computerized budget system(s).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
