- Plans, develops, implements, and evaluates comprehensive basic, and intermediate level services addressing PFR, money management, consumer affairs, and emergency services for the Total Army Family.
- Provide Army Emergency Relief guidance and assistance to military personnel and their family members.
- Implements and directs program goals and objectives for the local military community and surrounding area for the spouse and family member employment assistance program.
- Interviews, counsels and advises on career, occupational, volunteer and educational issues.
- Utilize professional skills to conduct intake evaluations with individuals and families in need of social services assistance.
- Provide information to individuals and families regarding military and civilian resources available to address a wide range of client requests.
- Consult and brief Commanders, installation leadership, and community at large to keep them abreast of local financial and consumer issues.
- Markets Personal Financial Readiness (PFR) services throughout the installation.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Providing financial services and assistance (i.e. budget counseling, debt liquidation, or financial counseling ) to customers; utilizing a computer to maintain databases and websites; providing briefs on financial and/or employment issues; assist with conducting workshops on different job skills such as resume writing, interview techniques, networking, etc.; and establishing contacts with businesses for potential job placements of clients. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Financial Management.
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

- This position is being filled as either a temporary promotion or a temporary reassignment not to exceed 13 months. Temporary promotion/reassignment may be extended up to a maximum of 5 years, and may be made permanent without further competition.
- This position is a TERM position. It is a time limited position and may be extended up to a maximum of 8 years. This position may be converted to a permanent, career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.
- This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour. Obligated positions may also cover employees who have been on extended leave without pay under certain circumstances.
