    Duties Summary

    The Watervliet Arsenal is an Army-owned and -operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Today it is relied upon by U.S. and foreign militaries to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems. The Arsenal is the only location in the DoD that has a weapons research facility (Benét Laboratories) collocated with a manufacturing facility (Arsenal).

    Responsibilities
    • Assists in planning for the organizational structure, staffing of personnel, and policy issues of all divisions within the Industrial Operations and Production Directorate.
    • Consults with, advises and makes recommendations to a higher graded specialist or supervisor on issues such as administrative and personnel matters, and budgetary and cost control.
    • Assists in the coordination and formulation of the annual internal operating budget for the directorate, including manpower, expenses, and diversion activity with any necessary revisions.
    • Conducts special studies or projects assigned by the director to evaluate and recommend ways to improve the effectiveness, efficiency of work operations and programs, and cost performance of the directorate.

    • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
    • May be filled as temporary promotion or reassignment NTE 1 year by a current permanent Army employee. Temporary promotions and reassignments may be extended up to 5 years, and may be made permanent without further competition.
    • If the selectee is a current permanent Army employee at a higher grade, he/she will be converted to a Term appointment.
    • Term employees are eligible for many of the same benefits as permanent employees including: paid holidays, annual/sick leave, health, dental, vision, life insurance, and participation in the Federal Employees Retirement System retirement plan.
    • Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
    • May be filled by a Term appointment NTE 2 years, if the candidate is not a current permanent Army employee. Term appts. May be extended up to a max of 6 years and may be noncompetitively converted to a permanent career-conditional/career appointment.
    • Some categories of non-permanent Army employees must be hired under a Temporary appointment NTE 1 year. Temporary appointments may be extended up to a maximum of three years.

    In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.     GS-9 Specialized Experience: Your resume must reflect one year of specialized experience which includes (1) providing administrative support utilizing administrative concepts, principles, and practices; (2) Experience utilizing various automation software, programs, and concepts; (3) Experience compiling and/or extracting budget and/or accounting records, forms, or reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

    GS-11 Specialized Experience: Your resume must reflect one year of specialized experience which includes (1) Completing administrative tasks/functions utilizing administrative concepts, principles, and practices; (2) Experience utilizing various automation software, programs, and concepts; (3) Experience analyzing budget data and/or accounting records, forms, or reports and/or creating forecasts based on analysis.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).


    You will be evaluated on the basis of your level of competency in the following areas:

    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07 for the GS-9 grade level) (GS-9 for the GS-11 grade level). Education

    For the GS-09 grade level, you may qualify if your education meets the definition below:

    Possession of a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, if related. Education must be in a field that demonstrates the knowledge, skills and abilities necessary to do the work of this position, such as: business administration, industrial management, engineering, applied sciences, and must have been obtained from an accredited college or university. (Note: You must attach a copy of your transcripts.)

    OR

    An appropriate combination of specialized experience and graduate education which equates to at least 100% of the requirement. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.(Note: You must attach of copy of your transcripts.)

    For the GS-11 grade level, you may qualify if your education meets the definition below:

    A. Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, industrial management, engineering, applied sciences, and must have been obtained from an accredited college or university

    OR

    B. An appropriate combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
