Roles and Responsibilities:
The qualified applicant should have a background in Information Systems, Communications, Public Health or a related field and will work closely with the customers in managing data including data consolidation, processing, storage, and retrieval as well as policies regulating its use and access. The candidate should have a comprehensive technical understanding of database structures, ETL processes and data manipulation. This work will be performed on customer site in Washington, D.C.

Perform work on all aspects of the data warehousing system analysis process
Collaborate with program representatives and subject matter experts by providing expert knowledge to develop relevant single and multi-data streams, analytics and visualizations, dashboard development, and presentation
Consolidate available data sources into a standard structure to allow broader access by user community though various systems
Enable integrated analyses across many different types of quantitative and qualitative data
Review current analytical procedures and tools to ensure compatibility with and appropriateness for the analysis strategies including data aggregation or disaggregation; data visualization; data quality checks; clustering analysis; time trend analysis; outlier analysis; Pareto analysis; heat map; network analysis; geospatial analysis
Facilitate data access and retrieval by providing expertise in using open database connections for ad hoc queries against the database such as assistance with data management and manipulation programming languages and providing data sets and subsets for specific analyses
Collaborate with team on other SDLC supporting documentation and artifacts such as logical data models and security design models
May require international travel, as many as 3-5 trips per year, each about 1-3 weeks in length

Basic Qualifications:

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
Bachelor’s degree in Computer Science, Information Systems, Chemistry, Business or related field with a minimum of 5 years of experience.
2 years of experience working as a Business Systems Analyst or Data Analyst for data warehousing projects
2 years of experience working in an agile or iterative development environment
2 years of experience on projects that support public health information systems
2 years of experience with analysis, visualization, and reporting software and capabilities including by not limited to Microsoft Access, Epi Info, Excel, SAS, SPSS, R, SQl, Python, and S+ and associated technologies
Demonstrated comprehensive technical understanding of database structures, ETL processes and data manipulation and use of best practices in ETL process between databases and data systems
Experience in data consolidation, processing, storage, and retrieval as well as policies regulating its use and access
Understanding of processes used to integrate and consolidate data sources as well as the expertise to determine their implications for specific analytic methods and design
Strong analytical skills, including a thorough understanding of how to interpret customer business needs and translate them into system and operational requirements
Demonstrated experience in translating technical content into formats written in plain language and easy to understand
Thorough understanding of Software Development Lifecycle (SDLC)
Demonstrated ability to adjust quickly to changing priorities and make quick decisions with limited information
Demonstrated ability to organize and prioritize end user issues and requests
Must be a US Citizen or a Green Card Holder

Preferred Qualifications:
Candidates with these desired skills will be given preferential consideration:
Advanced degree such as a Masters of Public Health or Business Administration
Proficiency with MicroStrategy Analytics
Knowledge of global health domain, CDC culture, mission, and IT environment
Experience working with the CDC Enterprise Performance Life Cycle (EPLC) methodology
